Duty-free allowances
Andorra is not a member of the European Union and, as an independent state, sets its own sales taxes and import taxes: the state levies very low sales taxes on consumer goods and, other than a very limited import tax, it imposes no import/export duties.
There are over 1500 retail outlets in the country, most stocking high-quality designer and luxury products at prices much lower than in other European countries. An agreement with the EU on duty-free allowances has established limits on the quantities of goods which may be purchased in Andorra and then imported into EU countries at no further cost. You must declare to Andorran and French or Spanish Customs any goods which are in excess of these limits; you cannot accumulate duty-free allowances by value either between persons or between agricultural and industrial goods. Alcohol, tobacco, coffee, tea, perfumes and eau-de-cologne are limited by quantity and not by value (e.g. you can export 3 litres of champagne worth either £15 per bottle or £150 per bottle without exceeding your allowance); travellers under 17 years of age are not eligible for any duty-free allowances on alcohol or tobacco.
Quantities given are the maximum duty-free limits per person:
Agricultural products
ALCOHOL: 5 litres of wine and 1.5 litres of spirits over 22 degrees (increased to 3 litres if under 22 degrees or if sparkling wine)
TOBACCO: 300 cigarettes or 150 cigars (max. 3 grams each) or 75 cigars (if more than 3 grams each) or 400 grams of rolling/pipe tobacco
COFFEE: 1 kilo of coffee or 400 grams of extracts
TEA: 200 grams of tea or 80 grams of extracts
OTHER AGRICULTURAL PRODUCTS: up to the value of 175 euros (or up to the value of 90 euros for persons under 15 years of age), without exceeding set limits for fresh, powdered or condensed milk (6, 2.5 and 3 kilos respectively); butter 1 kilo; cheese 4 kilos; fresh or cured meat 5 kilos; sugar & sweets 5 kilos.
Industrial Products
PERFUMES: 75 grams of perfumes and 375 millilitres of eau-de-cologne
OTHER INDUSTRIAL PRODUCTS: up to the value of 525 euros (or up to the value of 270 euros for persons under 15 years of age).
