Duty-free allowances

Andorra is not a member of the European Union and, as an independent state, is free to set its own sales taxes and import taxes: the state levies very low sales taxes on consumer goods and, other than a limited import tax, imposes no import/export duties.

There are over 1500 retail outlets in the country, most stocking high-quality designer and luxury products at prices much lower than in other European countries. An agreement with the EU on duty-free allowances has established limits on the quantities of goods which may be purchased in Andorra and then imported into EU countries at no further cost. On leaving Andorra you must declare to the Andorran and French or Spanish Customs Officials any goods which are in excess of these limits.

Quantities given are the maximum duty-free limits per person:

ALCOHOL
4 litres of [still] wine; and
1 litre of spirits or liqueurs over 22 per cent volume by alcohol (increased to 2 litres if under 22 per cent or if sparkling wine); and
16 litres of beer;
or any combinations thereof, within equivalent total allowance
(i.e. you could forgo your beer allowance in order to double your spirits allowance).

TOBACCO
200 cigarettes; or
50 cigars; or
250 grams of loose tobacco;
or any combinations thereof, within equivalent total allowance
(i.e. you could choose 100 cigarettes + 25 cigars).

OTHER GOODS
Up to the value of 430 euros, without exceeding the following limits for agricultural products:
Milk (fresh, powdered or condensed) 6, 2.5 and 3 kilos respectively
Butter 1 kilo
Cheese 4 kilos
Meat 5 kilos
Sugar & Sweets 5 kilos.

Rules
Alcohol & tobacco are limited by quantity and not by value
(i.e. you can export 2 litres of champagne worth either 15 euros per bottle or 1500 euros per bottle without exceeding your allowance);
travellers under 17 years of age are not eligible for any duty-free allowances on alcohol or tobacco.
You cannot accumulate allowances [by value] with those of your fellow travellers.
